Annoying Pets in Building?

Jake tells us… "Hi. I’m living in a seven story apartment building. Pets are allowed. The thing is the elevator broke down until whoever is in charge cares about fixing it. I didn’t really notice until now but my neighbors are the third floor let their pets loose on the staircase. I do understand that they need to roam about as the apartment spaces aren’t really big. But those dogs poop and pee on the floor, and one of them won’t stop barking at me and "pushing me" with it’s mouth. What do I do?

"Careful when you drink next time, you might lose a friend."

This one prefers to be anonymous so the gist is, the person got drunk, said something secret and so…"she ended our friendship. I never wanted that to happen. i dont want to lose her. I’d rather lose all the men in my life than lose my best friend."

What advice can you give me? Can Anne and I be friends again? If yes, how? How can I fix this?

CS question

Kimmy asks "what computer school (or ‘normal’ school) offers in their undergraduate or diploma programs open source-based stuff? Informatics’ curriculum is Microsoft-based, so that’s out of the question."

I know we said "anything"  but you must understand that this is an advice blog. Not an info blog, otherwise in the future I’m sure to get homework-related questions and whatnot.

Either way I’ve asked my friends in Computer Sciences from several schools and a lot of them weren’t able to give me answers.  But my friend said that DLSU does have one. So… there…
